What actually happens technically
Smart speakers listen locally for their wake word only, processed on the device itself. Audio isn't sent to the cloud or recorded until the wake word is detected, at which point the following request is processed to fulfill it, this local-only wake word detection is a deliberate design choice by manufacturers, not an incidental privacy feature.
Why occasional accidental activations happen
Wake word detection isn't perfect, a phrase that sounds similar can occasionally trigger a false activation, which is where most 'is it always listening' anecdotes actually come from, a device responding unexpectedly to something that sounded close enough to its wake word, not evidence of continuous background listening.
Where the real privacy considerations are
Both Google and Amazon keep a history of voice requests by default, which you can review and delete in their respective apps, and both offer settings to auto-delete this history or disable it being saved at all. Microphone-mute buttons on the device itself are a hardware-level way to guarantee no listening when you want certainty, a physical switch that disconnects the microphone circuit, not just a software toggle.
